Indigenous-touching strata cannot be classified wholesale; they are escalated to entity-judged or OPEN so a community organization is never mislabelled by a bulk rule. Present across: Government 537 · Organizational 254 · Commercial 19 · Institutional 15.

Coverage is dollar-near-complete: the classified population holds ~92.5% of dollars. The 208,884 OPEN recipients are the low-dollar heterogeneous tail (count-bounded, explicitly including small Indigenous community organizations); 11 are quarantined as unresolvable.
